The law is as simple, and for good reason. Keeping and then abandoning an animal is cruel and immoral. People who abandon animals should be cited, prosecuted and punished.
Unfortunately, abandonment is overlooked if the perpetrators are the wealthy, politically connected members of the Philadelphia Gun Club, which is located just a quarter mile away from the park where the "Abandonment is a Crime" signs are located.
The Philadelphia Gun Club holds live pigeon shoots that abandon dozens to hundreds of animals a dozen or more times a year, and neither the police, the town council or the district attorney will do anything about it.
